Carl Espy was the speaker at the Post D monthly meeting of the Travelers Protective Association (TPA) in South Boston. Mr. Espy is the Halifax Town Manager and he explained their involvement in the Main Street America Program and how they are getting citizens, business and elected officials involved in the revitalization of the town.
