The Missouri Division of the Travelers Protective Association recently held its annual state convention in Columbia. Billy Rikard was honored with the “Anchors Aweigh” quilt for his unselfish sacrifice in service to the United States Navy. The mission of Quilts of Valor Foundation is to cover service members and veterans touched by war with comforting and healing. A Quilt of Valor is a lifetime award.
